Sarah Baxter is a Chartered Member of Engineering NZ with 19 years’ experience in the transport sector across New Zealand and the United Kingdom. She holds a Bachelor of Engineering (Civil) and a Master’s in Pavement Technology, and has specialised in pavements and surfacing, asset and network management, and construction supervision.
