Libby Young is a transport leader who thrives in complexity, whether responding to cyclone recovery or tackling the long-term challenges of regional roads. With over 15 years in the sector, she brings practical, on-the-ground knowledge backed by technical expertise in transport asset management, engineering, and community engagement.

Currently the Journeys Operations Manager at Gisborne District Council, Libby oversees a vast and vulnerable roading network, managing community assets with sleeves rolled up and a strong sense of purpose. Her career spans local government, contracting and consultancy, including key roles at Stantec, Wairoa District Council, and Quality Roading and Services (Wairoa) Ltd.

She brings energy, humour, and a community-first mindset to every conversation and believes the future of roads in Aotearoa depends on solutions that work with people, not just for them.

A former committee member of REAAA NZ Chapter, Libby holds a Diploma in Highway Engineering and a New Zealand Diploma in Ambulance Practice.
